It sounds like a bandit who’s a relative of a pirate. He cruises
the canal in his trusty narrowboat looking for other boats to raid and plunder.
He has to do this in the dead of night when there’s no-one else around as his
getaway vehicle isn’t exactly a speedy one, unless he’s somehow souped it up
and he’s found a quicker way to operate canal locks. He’s also got the option
of jumping off his boat to tackle pedestrians and cyclists on the towpath, and
often has the opportunity to rob them then jump back on the boat and pull away
from the shore unless they choose to jump in and chase him, in which case he’s
armed with his cutlass. He could still have a parrot, though it’s more likely
to be a cat since they haven’t got to jump far to return to land, though it
would make better defence opportunities to train a swan.
